the Russians had in mind and when they expected that Japanese aircraft would be allowed to operate on the Moscow/Tokyo route. The objective

should be to play for time, making use of the fact that in such matters

as the Navigation Treaty the Soviet Union were showing no willingness

to reach early agreement with us.

The Committee

Invited the President of the Board of Trade to instruct

our delegation to the forthcoming talks in Moscow on air services in accordance with the Prime Minister's summing up of their discussion.
